Kilpailutuksen kohteena on KVR-urakkana toteutettava uudisrakennus Kalajoen keskustaan Rahatien ja Kauppatien risteyksen läheisyyteen. KVR-urakassa valittu urakoitsija vastaa hankkeen toteutuksesta sisältäen suunnittelun ja rakentamisen. Urakoitsija luovuttaa valmiin rakennuksen ja piha-alueet tilaajalle avaimet käteen periaatteella. Urakoitsijan vastuita on kuvattu tarkemmin tarjouspyynnön liitetiedoissa.

Uudisrakennus on nelikerroksinen kerrostalo, jonka laajuus on noin 1200 kem2. Alustava tilaohjelma on tarjouspyynnön liitteenä. Tilaaja ei ole laadituttanut kohteesta viitesuunnitelmia. Arkkitehtuuriset ja tekniset vaatimukset kuvataan tarkemmin tarjouspyynnön liitteenä olevassa suunnitteluohjelmassa. Tarjoajan tulee laatia ja toimittaa tarjouksensa mukana tarjouspyynnössä vaaditut suunnitelmat ja selosteet.
